A firm protested a Department of Housing and Urban Development (HUD) contract award, contending that the awardee's bid was unreasonably low bid price. GAO held that it would not review the protest, since: (1) it concerned a matter of bidder responsibility; and (2) there was no evidence that HUD acted in bad faith or misapplied definitive responsibility criteria. Accordingly, the protest was dismissed.
