A firm protested a Federal Prison Industries contract award, contending that the awardee was not a qualified manufacturer or dealer under the Walsh-Healey Act. GAO held that it would not consider the protest, since that was a matter to be decided by the contracting agency. Accordingly, the protest was dismissed.
