A firm protested a Department of Housing and Urban Development (HUD) contract award, contending that HUD failed to adequately notify the bidders of award. GAO held that the protester did not provide: (1) a valid basis for protest; and (2) sufficient factual information to show that HUD violated applicable procurement laws or regulations. Accordingly, the protest was dismissed.
