A firm protested the Department of Agriculture's (USDA) failure to exercise an option to extend its contract, contending that USDA improperly based its decision on alleged deficiencies in its current contract performance. GAO held that: (1) the protester had no legal right to compel USDA to exercise the contract option; and (2) it would not review the USDA decision not to renew the contract, since it was a matter of contract administration. Accordingly, the protest was dismissed.
