A firm protested the Defense General Supply Center's (DGSC) rejection of its bid for shelter systems, contending that DGSC: (1) improperly rejected its bid as late because it had been sent by commercial carrier rather than U.S. mail; and (2) ignored its alternate system because DGSC did not have sufficient technical information to determine its acceptability. GAO held that: (1) the protests should have been filed prior to bid opening; and (2) DGSC properly rejected the protester's late bid. Accordingly, the protest was dismissed.
