A firm protested a Ballistic Missile Defense Organization (BMDO) solicitation for access control operations, contending that the specifications were unduly restrictive. GAO held that: (1) it would not consider the protest concerning the standard industrial classification, since it did not have jurisdiction over the matter; (2) the protester's contention that BMDO failed to give it 30 days to prepare and submit its bid was academic, since BMDO extended the closing date for the submission of bids; and (3) it would not consider the protest concerning the priority rating specification, since the protester failed to state a valid basis of protest. Accordingly, the protest was dismissed.
