A firm protested a National Oceanic and Atmospheric Administration (NOAA) contract award, contending that: (1) NOAA improperly awarded the contract to other than a small business; and (2) the award became a sole-source procurement, since bids had expired. GAO held that: (1) NOAA properly awarded the contract to the awardee, since the Small Business Administration determined that the awardee was a small business under the procurement; and (2) the contract award did not constitute a sole-source procurement, since the awardee extended its bid acceptance period after the period lapsed. Accordingly, the protest was dismissed.
