A firm protested a Navy solicitation for computer maintenance services, contending that the: (1) Navy improperly failed to notify it of another bid protest filed concerning the solicitation; (2) Navy improperly failed to provide it with the same information distributed to other bidders; and (3) requirement for diagnostic software unduly restricted competition. GAO held that the protester: (1) untimely filed its protest concerning the restrictive requirement; and (2) was not prejudiced by the Navy's failure to inform it of the other bid protest or provide it with certain information. Accordingly, the protests were dismissed.
