A firm protested the Army's removal of the evaluation preference for small disadvantaged businesses (SDB) for the operation of recreational facilities. GAO held that the Army properly removed the SDB evaluation preference, since the preference could not be used in conjunction with the small business set-aside. Accordingly, the protest was dismissed.
