A firm protested three Federal Bureau of Investigation (FBI) contract awards for physical examinations, contending that: (1) the solicitation's evaluation scheme was defective, since it did not define how certain costs would be weighed in the bid evaluation; and (2) it should have received the awards, since it was the low bidder. GAO held that the protester untimely filed after bid opening its protest of solicitation improprieties. Accordingly, the protest was dismissed.
