A firm protested an Army contract award for command and control support services, contending that the awardee's bid did not meet certain solicitation specifications. GAO held that: (1) the solicitation did not require the awardee to use consultants or subcontractors; and (2) there was no basis for rejecting the awardee's bid as unacceptable. Accordingly, the protest was dismissed.
