A firm protested a General Services Administration (GSA) contract award, contending that the awardee's bid prices were unreasonably low and did not account for the Department of Labor wage determination rates. GAO held that: (1) the protester did not provide a valid basis for protest; and (2) it would not review the GSA affirmative responsibility determination, since there was no evidence of fraud or bad faith. Accordingly, the protest was dismissed.
