A firm protested a National Aeronautics and Space Administration (NASA) contract award, contending that the awardee was not responsible, since it did not meet certain solicitation specifications. GAO held that: (1) NASA reasonably determined that the awardee would meet the contract performance provisions; and (2) it would not review the NASA affirmative responsibility determination, since there was no evidence that NASA misapplied definitive responsibility criteria. Accordingly, the protest was dismissed.
