A firm protested a Navy contract award for refuse collection and disposal, contending that the Navy should have withheld the award until it obtained its required permit. GAO held that: (1) the Navy properly referred the matter to the Small Business Administration (SBA) for a certificate of competency (COC) review; (2) SBA reasonably declined to issue a COC until the protester received its permit, which would take 30 days to process; (3) the Navy was only required to wait 15 days for the COC to be issued; and (4) the Navy reasonably awarded the contract to another firm, since the COC could not be issued within 15 days. Accordingly, the protest was dismissed.
