A firm protested three Army contract awards for ballistic vests and plates, contending that the Army: (1) should cancel the awardee's contracts, since its equipment did not meet certain solicitation specifications; and (2) make award to it or resolicit the requirements. GAO held that the protest was academic, since the Army cancelled the awards and was determining whether to resolicit the requirements. Accordingly, the protest was dismissed.
