A firm protested the terms of the Agency for International Development's (AID) third request for best-and-final offers (BAFO) in response to its solicitation for technical assistance. GAO held that the protest: (1) constituted a challenge to the initial bid evaluation and the present bid evaluation; (2) was moot, since AID cancelled the contract award and requested new BAFO; and (3) of the current evaluation was premature, since AID had not yet made a contractor selection. Accordingly, the protest was dismissed.
