A firm protested a Maryland Procurement Office contract award for fuel cells, contending that: (1) the awardee intended to subcontract with a Canadian firm; and (2) its bid price was lower than the awardee's bid price. GAO held that the protester failed to state a valid basis for protest. Accordingly, the protest was dismissed.
