A firm protested a Department of Housing and Urban Development (HUD) contract award for real estate closing services, contending that the awardee did not have a valid state or local license to perform the required services. GAO held that: (1) the solicitation did not impose a specific state or local licensing requirement; and (2) it would not review the affirmative responsibility determination, since there was no evidence of fraud or bad faith on the part of HUD. Accordingly, the protest was dismissed.
