A firm protested a Department of the Interior contract award for bathymetric survey equipment, contending that: (1) the awardee's product did not meet the solicitation specifications; and (2) certain solicitation requirements were improper. GAO held that the protester: (1) was not sufficiently interested to protest the award, since it would not be in line for award even if its protest were sustained; and (2) untimely filed after bid opening its protest of alleged solicitation improprieties. Accordingly, the protest was dismissed.
