A firm protested a Department of Commerce contract award, contending that the awardee's bid price was unreasonably low. GAO held that: (1) the awardee's bid price was not a valid basis for protest; and (2) it would not review Commerce's affirmative determination of the awardee's responsibility. Accordingly, the protest was dismissed.
