Two firms requested reconsideration of their denied protests of Forest Service contract awards for mobile food services and the Forest Service requested reconsideration of a sustained protest of two contract awards for the same services. GAO had held that the Forest Service: (1) on the sustained protest, performed an unreasonable cost-technical tradeoff; and (2) on the denied protests, reasonably evaluated the bids and held equal discussions with the bidders. In their requests for reconsideration: (1) the Forest Service and protesters merely restated their original contentions; (2) one protester introduced new protests of the Forest Service's bid evaluation: and (3) the second protester contended that GAO erred in a factual statement in the decision. GAO held that the: (1) Forest Service and the protesters failed to present any evidence that warranted reversal or modification of the original decision; and (2) first protester untimely filed its new protests more than 10 days after it knew the basis of protest. Accordingly, the requests for reconsideration were denied. GAO also determined that the awardee was entitled to recover the costs it incurred during the requests for reconsideration.
