A firm protested an Air Force contract award for painting and floor repair, contending that the Air Force improperly awarded the contract, since the awardee's bid bond was inadequate. GAO held that: (1) the protest concerned the awardee's responsibility, since the awardee was not required to submit the bid bonds until commencement of the contract; and (2) it would not review the Air Force's affirmative responsibility determination, since the protester could not provide evidence of fraud or bad faith. Accordingly, the protest was dismissed.
