An individual protested the Department of Housing and Urban Development's (HUD) rejection of her bid for mortgage insurance endorsement services, contending that her bid was late because HUD mishandled it during delivery. GAO held that HUD properly rejected the protester's late bid, since the protester failed to show that late receipt was due to government mishandling. Accordingly, the protest was denied.
