A firm protested an Environmental Protection Agency (EPA) purchase order for dynamometers, contending that EPA improperly prevented it from competing for the contract, since EPA failed to provide it with the required specifications. GAO held that EPA: (1) reasonably determined that its minimum needs could be satisfied through a federal supply schedule contract; (2) was not required to seek further competition; and (3) properly issued the purchase order without considering the protester's bid. Accordingly, the protest was dismissed.
