A firm protested a Department of Transportation (DOT) contract award, contending that the awardee's product was not manufactured by a small business as required by the solicitation. GAO held that it would not review the affirmative responsibility determination, since the protester failed to provide evidence of fraud or bad faith. Accordingly, the protest was dismissed.
