A firm protested an Army solicitation for construction services, contending that it had a binding contract with the Army for the services. GAO held that: (1) the protester failed to provide clear evidence that the Army accepted its unconditional offer; and (3) there was no evidence that the Army violated applicable procurement laws or regulations. Accordingly, the protest was dismissed.
