A firm protested a Navy contract award for airfield matting, contending that the awardee did not qualify as a small business. GAO held that the: (1) Small Business Administration (SBA) had conclusive authority to determine the awardee's size status; and (2) Navy properly withheld award pending the SBA size determination. Accordingly, the protest was dismissed.
