[Protest of Navy Rejection of Bid for Cranes]

A firm protested the Navy's rejection of its bid for cranes. GAO held that the Navy properly rejected the protester's bid as nonresponsive, since it did not include a signed certificate of procurement integrity. Accordingly, the protest was dismissed.
