A firm protested an Army contract award, contending that the Army should have awarded it the contract since its bid was low. GAO held that the protester failed to state a valid basis for its protest, since the solicitation stated that a contract would be awarded based on both cost and technical factors. Accordingly, the protest was dismissed.
