A firm protested the General Services Administration's (GSA) possible rejection of its bid. GAO held that the protester: (1) prematurely filed its protest, since the merits of its bid were being evaluated; and (2) failed to provide a sufficient basis for protest, since it merely anticipated adverse agency action. Accordingly, the protest was dismissed.
