A firm protested a Defense Electronics Supply Center (DESC) solicitation for metal casting research, contending that DESC: (1) should have set aside the procurement for small businesses; and (2) improperly intended to make sole-source awards under the solicitation. GAO held that: (1) the protester untimely filed after bid opening its protest of DESC failure to set aside the procurement; and (2) there was no evidence that DESC intended to make award on a sole-source basis. Accordingly, the protest was dismissed.
