A firm protested a General Services Administration (GSA) contract award for asbestos abatement, contending that the awardee failed to attend a required walk-through. GAO held that the intent of the walk-through specification was not to require bidders to make a site visit but to warn them that they would assume any risk of increased performance costs due to observable site conditions. Accordingly, the protest was dismissed.
