A firm requested reconsideration of its dismissed protest of a Navy contract award for family housing modernization and repair services. GAO had held that it lacked jurisdiction to overrule the Small Business Administration's (SBA) eligibility determination. In its request for reconsideration, the protester contended that even though SBA certified the awardee as an eligible small business bidder, GAO should have found the awardee ineligible for award, since the eligibility determination did not cure the alleged deficiencies in the awardee's bid. GAO held that SBA properly: (1) evaluated the awardee's eligibility; and (2) considered the awardee's alleged management deficiencies in its eligibility determination. Accordingly, the protested was denied.
