Two firms protested an Air Force contract award for housing maintenance services, contending that the Air Force: (1) improperly evaluated the technical proposals; and (2) failed to hold meaningful discussions. GAO held that the Air Force: (1) properly evaluated the awardee's corporate experience and determined that its bid represented the best value to the government; and (2) was not required to conduct discussions aimed at lowering the protester's bid price, since the bid price was reasonable given the technical approach. Accordingly, the protests were denied.
