A firm protested the Department of Housing and Urban Development's (HUD) exclusion of its bid from the competitive range and contract award for real estate management services, contending that it timely filed its protest within 10 days of learning the identity of the awardee. GAO held that the protester: (1) did not diligently pursue its protest, since it made only one attempt to obtain information about HUD rejection of its bid; and (2) was not sufficiently interested to challenge the contract award, since the exclusion of its bid from the competitive range rendered it ineligible for contract award. Accordingly, the protest was dismissed.
