A firm protested the Environmental Protection Agency's (EPA) rejection of its late bids for chemical analytical services, contending that government mishandling caused the late receipt of its bids. GAO held that: (1) the protester failed to properly address its bid package; (2) the protester did not allow enough time for delivery of its bid from the point of receipt to the location designated for receipt of bids; (3) EPA was not required to inform the protester about the arrival of its bid; (4) the contracting officer's failure to respond to the protester's inquiry about its bids' arrival was not a basis for consideration of its late bid; and (5) EPA property rejected the protester's late bids. Accordingly, the protests were denied.
