Two firms protested the Air Force's cancellation of a solicitation for food services, contending that the: (1) Air Force could not properly withdraw the solicitation to permit participation by handicapped persons; and (2) Randolph-Sheppard Act was not applicable to the procurement. GAO held that it would not consider the protest, since the: (1) Small Business Administration appealed the withdrawal to the Air Force on the same grounds; and (2) appeal is still pending. Accordingly, the protests were dismissed.
