A firm protested a Navy contract award for facilities operation, maintenance, and repair services, contending that the Navy: (1) failed to conduct sufficient discussions; and (2) improperly eliminated its bid from the competitive range as technically unacceptable. GAO held that the Navy: (1) conducted adequate discussions; and (2) reasonably determined that the protester's bid was technically unacceptable and eliminated it from the competitive range. Accordingly, the protest was denied.
