A firm protested a Defense Logistics Agency (DLA) solicitation for small purchases, contending that DLA violated agency procurement standards by employing manufacturers' part numbers as item descriptions. GAO held that the alleged violations were a matter of internal agency policy, which it would not consider. Accordingly, the protest was dismissed.
