A former Defense Logistics Agency employee requested waiver of indebtedness for travel advances he received incident to a transfer, contending that: (1) the travel advance was an overpayment; and (2) he continued to receive travel advances after he submitted his final travel vouchers. GAO held that the claimant's debt did not constitute an erroneous payment, but was rather an advance in excess of his allowable expenses. Accordingly, the waiver was denied.
