A firm protested an Air Force solicitation for caretaker services, contending that the Air Force modified its specification prohibiting bidders' recruitment of base personnel after excluding its bid from the competitive range. GAO held that the solicitation amendment did not materially change the initial prohibition against bidders' contacts with base personnel for recruitment purposes. Accordingly, the protest was dismissed.
