A firm protested four Department of Housing and Urban Development (HUD) contract awards for real estate closing services, contending that: (1) HUD improperly evaluated the awardee's technical proposals; (2) it timely protested the awards before the awardee submitted bonds and actually received the award; and (3) the protest issue warranted consideration under an exception to the protest timeliness rules. GAO held that the: (1) protester untimely filed its protests more than 10 days after receiving oral notification of the proposed award; and (2) protests did not raise an issue of significant concern to warrant consideration under an exception to the protest timeliness rules. Accordingly, the protests were dismissed.
