A firm protested a Fish and Wildlife Service (FWS) contract award for all-terrain vehicles, contending that FWS should have: (1) evaluated bids on an item basis; and (2) split the award between it and the awardee rather than awarding a single contract. GAO held that: (1) the solicitation did not provide for the evaluation of bids to make multiple awards; and (2) FWS properly did not consider the protester's offer, which did not bid on all line items. Accordingly, the protest was denied.
