A firm protested a Navy solicitation for butterfly valves, contending that a technical drawing requirement exceeded the Navy's minimum needs. GAO held that: (1) since production data was not required, the Navy exceeded its actual needs by requiring the detailed drawings; and (2) the Navy failed to indicate that specified noncritical detailed process information was not required. Accordingly, the protest was sustained, and GAO recommended that the Army reimburse the protester for its bid and protest preparation costs.
