A firm protested the General Services Administration's (GSA) rejection of its low bid as nonresponsive for tool kits, contending that the solicitation amendment it failed to acknowledge was not material. GAO held that GSA properly rejected the protester's bid, which failed to acknowledge a material solicitation amendment that had a significant impact on the delivery terms. Accordingly, the protest was denied.
