A firm requested reconsideration of its protest against the Army's exclusion of its bid from the competitive range. GAO had held that the: (1) Army properly applied the specified evaluation criteria; and (2) protester untimely filed its protest regarding the allegedly defective work statement. In its request for reconsideration, the protester contended that: (1) GAO improperly determined that the Army reasonably evaluated technical bids and proposed costs; and (2) it timely filed its protest after becoming aware of the alleged unannounced solicitation changes. GAO held that: (1) the protester merely reiterated arguments it raised in its initial protest and failed to show a legal or factual error warranting reconsideration or modification of the decision; and (2) since the Army reasonably determined that the protester's bid was technically unacceptable, it need not consider alleged cost evaluation deficiencies. Accordingly, the request for reconsideration was denied.
