A carrier requested review of the Air Force's offset of its revenues for loss of and damages to a member's household effects. GAO held that the carrier was: (1) liable for water damage to a sofa, since it did not provide sufficient evidence to refute a government inspection report; (2) liable for lost items that fit a general description of carton contents; and (3) not liable for an item that did not fit the general description of the carton's contents. Accordingly, the offset was allowed in part.
