The Accounting and Financial Management Division requested GAO's opinion regarding whether agencies can use the electronic data interchange (EDI) technologies to create valid contractual obligations that can be recorded consistent with 31 U.S.C. 1501. GAO noted that EDI technology has an integrity that is greater than an audio tape recording and equal to that of a paper and ink contract. Accordingly, GAO concluded that agencies could use the EDI technologies for electronic contracting.
