A firm protested the low bidder's eligibility under an Air Force solicitation for grounds maintenance services, contending that, since the owner's husband was a government employee at the site, an award would violate federal conflict-of-interest regulations. GAO held that the Air Force reasonably determined that there was no violation of conflict-of-interest rules, since the owner's husband had no share of ownership, assets, liabilities, or interest in the company. Accordingly, the protest was denied.
