Two firms protested an Army contract award for technical and administrative support services. The first protester contended that the: (1) Army's evaluation criteria conflicted with its statement of work; and (2) Army favored the awardee by misapplying certain evaluation criteria. The second protester contended that the Army improperly evaluated its bid costs. GAO held that: (1) the first protester untimely protested the allegedly conflicting evaluation criteria; (2) there was no evidence of bias in evaluation, since the first protester's receipt of a maximum score for those criteria would still not have entitled it to award; and (3) the Army properly evaluated the second protester's bid costs. Accordingly, the protests were dismissed in part and denied in part.
